British Columbia Provincial Nominee Program (BCPNP)

The British Columbia Provincial Nominee Program accelerates the Permanent Resident application process for applicants who want to settle in BC permanently. It allows nominees to apply for Permanent Resident status through Citizenship and Immigration Canada (CIC) under the fast-tracked Provincial Nominee stream, which can be faster than applying through many federal immigration streams. Successful applicants will receive a British Columbia Provincial Nomination Certificate, which will speed-up the Canada Immigration (Permanent Resident) Visa application process.

Under the British Columbia Provincial Nominee Program, you may qualify under one of the following two streams:

Strategic Occupations Stream

Applicants to the Strategic Occupations stream of BC's Provincial Nominee Program must have a job offer from an employer in BC and are considered under one of four categories:

  • Skilled Workers: Applicants in the Skilled Worker category are managers, professionals, technologists and technicians and skilled workers with a job offer in an eligible occupation;
  • International Graduate: Recent graduates of recognized BC post-secondary institutions, having completed the required portion of their degree/diploma in BC.
  • International Post-Graduates Pilot Project: For foreign top students who are eligible for Master or doctorate degree programs. This is a pilot project ending on May 28, 2013.
  • Designated health professionals: Registered nurses, midwives, registered psychiatric nurses, and physicians;
  • Entry level and semi-skilled pilot project: Semi-skilled workers in select tourism/hospitality and food processing occupations and long-haul trucking occupations.

The basic or pre-requirements cover four of the categories above (Except Post-Graduates Pilot Project) and should be met prior to applying under this program:

  • the employer has offered, and the nominee applicant has accepted permanent and full-time employment in an eligible occupation
  • the nominee applicant is qualified to do the job
  • the wage offered is competitive with BC wage rates for the occupation
  • the nominee applicant's occupation offers good long-term prospects
  • the employer is financially sound, with a history of good business and human resource practices, and has been operating in BC for at least one year ( two years for an Entry-Level and Semi-Skilled employer) and currently has at least five full-time employees
  • the nominee applicant may not own 10% or more of the supporting employer company
  • the employment of a foreign worker will be of significant economic benefit to BC
  • the nominee applicant has the ability to become economically established in BC
  • the employment of a foreign worker will not adversely affect the settlement of a labour dispute, or the employment of anyone involved in any such dispute
  • the employer has actively recruited locally to fill the position
  • if the nominee applicant is currently in Canada, they must maintain legal immigration status throughout the process and must not be subject to a removal order.
  • the nominee applicant does not have an active refugee claim
  • if the nominee applicant is currently outside Canada, they must not be prohibited from entering Canada and must have legal status in the country in which they are currently residing

Business Immigrants Stream

The Business Immigrants component of BC's PNP considers applications from experienced business entrepreneurs who plan to invest in and actively manage an eligible business in BC.

Business Immigrants fall into one of three categories:

  • business skills
  • regional business
  • strategic projects

Each of these categories has different requirements for the minimum personal net worth of the applicant, the amount of investment, the geographic location within BC and the number of Canadian employees in the proposed business.

The basic criteria for consideration under all three of the business categories relates to business eligibility:

  • The primary purpose of the business is to earn profits from active income from the supply of products/services;
  • The business' sustained commercial viability must be probable;
  • The business must provide economic benefit to BC by contributing to one of the following:
    • increasing the exports of goods/services;
    • increasing value-added manufacturing, processing, or primary resource activity;
    • increasing BC tourism;
    • increasing research and development and technology commercialization;
    • creating innovative approaches to traditional businesses;
    • servicing an underserved regional market;
    • transferring skills, technology, and know-how to BC

Applicants for nomination in the Business Skills category will be required to have:

  • A minimum net worth of CDN $800,000;
  • A minimum investment of CDN $400,000 to establish the eligible business;
  • A minimum ownership of 1/3 of the equity of the business;
  • A business plan to create a minimum of 3 new jobs for Canadian citizens or Permanent Residents;
  • The skills and experience necessary, successful business experience, and an active on-going management role in the business.

Applicants under Business Skills category can seek fast-track nomination by making a refundable $125,000 deposit with the Province of British Columbia. The deposit will be refunded (without interest) when you have met the terms of conditions of your agreement with the province.

Applicants for nomination in the Regional Business category will be required to have:

  • A business project located outside the Vancouver and the Abbotsford Metropolitan Areas;
  • A minimum net worth of CDN $400,000;
  • A minimum investment of CDN $200,000 to establish the eligible business;
  • A minimum ownership of 1/3 of the equity of the business;
  • A business plan to create a minimum of 1 new job for a Canadian citizen or Permanent Resident;
  • The skills and experience necessary, successful business experience, and an active on-going management role in the business.

Applicants under Regional Business category can seek fast-track nomination by making a refundable $125,000 deposit with the Province of British Columbia. The deposit will be refunded (without interest) when you have met the terms of conditions of your agreement with the province.

The Strategic Projects category assists foreign-controlled companies establishing an eligible business in BC with the timely entry of foreign key managerial, professional or technical staff, up to a maximum of 5 per company, who intend to become permanent residents of Canada and settle in BC

Companies applying in this category will be required to:

  • Make a minimum equity investment of CDN $500,000;
  • Create a minimum of 3 new jobs for Canadian citizens or Permanent Residents for every nominee applicant put forward by the company;
  • Demonstrate that the nominee applicants are essential to the proposed business;
  • Demonstrate that they have a record of good business practices.
